Governance begins with boundaries. The founding charter makes the purpose, power, and disabled functions visible before a token, treasury, or legal wrapper is considered.

Founding votes require a published rationale, a minimum review window, and conflict disclosures.
Treasury
Disabled at launch. No token sale, pooled funds, yield, return, or financial promise exists in this prototype.
Technology
Open specifications are the default. Privacy, accessibility, repairability, and graceful offline behavior are hard gates.
Stewards
Working-circle stewards facilitate and document; they do not own the Commons or gain permanent control.
Amendment
The charter can change only through the same public proposal process it defines, with a higher review threshold.
